As the officer began questioning Kissack, he approached the officer with a knife.
The officer gave multiple verbal commands for Kissack to drop the weapon and called for emergency backup. Despite repeated orders from responding officers, Kissack refused to comply.
In an attempt to de-escalate the situation, officers fired three 40mm less-lethal rounds at Kissack, which struck him.
However, Kissack continued his advance toward the officers, still wielding the knife. At this point, two officers discharged their firearms, striking Kissack.
“Steven Kissack did not comply. Three 40 mm, less lethal rounds were deployed and struck Kissack. Steven Kissack charged at the officers while brandishing his knife. Two law enforcement officers discharged their firearms and Kissack was struck.”
