The mask is off. A declassified document from the Biden administration reveals exactly how far officials were willing to go to brand law-abiding gun owners as domestic terrorism threats.
The Strategic Implementation Plan for Countering Domestic Terrorism—quietly approved behind closed doors—outlines a sweeping “whole-of-government” approach targeting what it calls “potentially dangerous individuals.”
Spoiler: that includes you, the American gun owner.
“The report identified who are ‘potentially dangerous individuals,’” said Larry Keane, Senior Vice President and General Counsel for the National Shooting Sports Foundation (NSSF). “And that finger pointed right at gun owners.”
“Rein In” Gun Rights, Says the Government
In plain text, the report’s Pillar Four lays it out:
“Rein in the proliferation of ‘ghost guns’; encourage state adoption of extreme risk protection orders; and drive other executive and legislative action, including banning assault weapons and high-capacity magazines.”
Read that again. This wasn’t just about limiting or regulating. The administration called for a full ban—and by implication, confiscation—of the most popular rifles in America.
Over 30 million Modern Sporting Rifles (MSRs) are in civilian hands. According to the report, that alone makes those owners “dangerous.”
They didn’t stop at rifles. The plan also called for:
- National promotion of red flag laws—laws that strip citizens of gun rights without due process.
- A full-out war on privately made firearms, even though Americans have been making guns in their homes since before the nation was founded.
- Government-led programs to monitor and “intervene” with individuals based on political beliefs, gun ownership, or mental health evaluations.
Surveillance, Tracking, and Watchlisting
This wasn’t just rhetoric. The plan empowered agencies like the FBI, DOJ, DHS, and even the Department of Education to expand:
- Watchlists and surveillance programs
- Data collection on gun owners
- Training for law enforcement to recognize “symbology and iconography”—which could mean anything from a Gadsden flag to a gun-rights bumper sticker.
And yes, the plan even included efforts to monitor veterans, military personnel, and private citizens for ideological beliefs.
ATF Final Rules: Blueprint to Criminalize Gun Ownership
The Biden administration didn’t just write about gun control—they acted on it:
- ATF’s “Frame and Receiver” Final Rule reclassified unfinished gun parts as complete firearms, requiring serial numbers and FFL oversight.
- A sweeping redefinition of who is “Engaged in the Business” of selling firearms. Under this rule, even showing a firearm to a friend could classify you as a dealer requiring a license.
The Biden administration tried to rewrite gun laws through executive fiat. They crafted criminal law from thin air.
These efforts were not about stopping crime—they were about criminalizing lawful behavior.
Change in Leadership, Change in Direction
Had the Harris-Walz ticket won in 2024, this plan might still be buried. But thanks to Director of National Intelligence Tulsi Gabbard, a gun owner herself, this document was declassified and made public. The American people now see what was being planned behind closed doors.
Enter U.S. Attorney General Pam Bondi. She’s not just pushing back—she’s fighting fire with fire.
Bondi announced the creation of a Second Amendment Task Force, dedicated to defending the rights of lawful gun owners and rolling back the unconstitutional excesses of the previous administration.
“No more,” her memo reads. “It is the policy of this Department of Justice to use its full might to protect the Second Amendment rights of law-abiding citizens.”
The task force, led by Bondi and Deputy AG Todd Blanche, is already reviewing Biden-era ATF policies like the pistol brace rule and the “zero tolerance” policy that crushed small FFLs.
The Bottom Line
This declassified plan was never about stopping crime. It was about punishing Americans for exercising their rights. The Biden administration tried to quietly build a system that monitored, categorized, and potentially criminalized millions of law-abiding gun owners.
Now, with sunlight exposing their plan, the question becomes: How much of this infrastructure still exists—and how fast can it be dismantled?
The battle isn’t over. But the playbook is no longer secret.
“Just to be sure,” Keane said, “the American public should demand some detergent and elbow grease to rid ourselves of this stain.”
