On January 14, 2024, Officer Brad Steve of the East Rochester Police Department responded to a 9-1-1 call at an apartment on Garfield Street.
Upon arrival, he encountered 52-year-old Raymond Noel in the driveway. Despite repeated commands, Noel entered the residence and refused to comply.
When Officer Steve attempted to confront him inside, gunfire erupted. Noel was struck in the torso by police fire, while Officer Steve’s bulletproof vest saved him from serious injury.

Noel faced charges of attempted aggravated murder, attempted aggravated assault on a police officer, and second-degree criminal possession of a weapon.
After being found guilty on November 26, 2024, a judge sentenced him to 35 years to life in prison.
This case highlights the risks law enforcement officers face daily and the consequences of violent confrontations with police.
